Outlook add-in .dll could not be installed or loaded

When I first open outlook and open an e-mail I get this
message:

"The add-in "C:\Program Files\NavNT\vpmsece.dll" could not
be installed or loaded. This problem may be resolved by
using Detect and Repair on the Help Menu. Unable to
load "C:\Program Files\NavNT\vpmsece.dll". You may be out
of memory, out of system resource, or missing a .dll file."

I used Detect and Repair just like the mesaage stated, but
I still get the error when I restart ourlook.

Can anyone provide me any assistance?
