New laptop, previously used OE and had an address book. How do I import them
to or export them from my old computer?

You must first transfer the Outlook Express data to either Outlook Express
or Windows Mail on the new PC (depending on the version of Windows you have
on the new PC) and then you can transfer them to Outlook on the new PC. The
methods have been posted numerous times and a Google search will find them
for you.
