outlook alerts and rule

I am trying to set up a new rule to forward off an email with a certain
subject. I created a list and most of the addresses are external.

It will work with internal emails fine, is there something else I need to be
doing different or does this feature not work with an external address?

I did add the users as contacts in exchange.

Diane Poremsky {MVP}

The exchange admin can block forwards to external addresses. I think you
need to forward to a mailbox then have the mailbox forward all mail to the
GAL contacts. Or enable just external forwarding.

Sorry, not sure if I am understanding you. We don't really have an exchange
admin, I could possibly more or less fall into that role. Unless it's
blocked by default, we haven't blocked forwarding of external emails. Is
there a setting to check this on my exchange server?

I've created a list and added all the contacts into that list.

Which version of Exchange? It's in the global settings.
