outlook and encoding

I have been posting to the server side lists and most are suggesting that it
is a client side issue:

Here is the setup:

Outlook 2003, 2000 and Outlook Express (from fully patched to not fully
patched) exhibit the following behavior:

A basic e-mail (both plain text and HTML) when sent with one or more
attachments, outlook hangs on the pop download. I have an e-mail that I made
and added 3 attachments (doc's and xls) and when I send it to any of our
internal pop users, it locks up trying to download. When I zip the files it
processes just fine. The logfiles indicate that the pop service on the
server basically times out on the lock file. This happens both with pop3d
v2001.78rh and qpopper 4.0.5.

This test e-mail chokes Outlook every time if encoded MIME, however if I
switch the senders encoding in Outlook to UUENCODE, the message can be
successfully delivered.

Any suggestions on how to fix this?
