Outlook and Hotmail -- now works again! For some not all?

Received from MS:

....an "existing and valued customer," maybe, but it still does NOT
work and I'm not enjoying anything except the runaround and this
kick in the teeth to add insult to injury:

I have Hotmail but am not a MSN subscriber -- but the way the email
reads, that shouldn't make any difference. Using Outlook 2003.
Why can't I access my accounts?
