Outlook and Newgroup Error

I am running Outlook 2002 SP3 on Win2K SP4 machine. Trouble is when I click
on News in tool bar I get the C:\Program Files\Common Files\System\Mapi\1033
folder to open up, no OE to read newsgroups. What is wrong and what do I
need to change?
