Outlook and VoIP conflict?

I have just installed AT&T's VoIP product with a cable connection and when I
am on the VoIP phone, Outlook generates a send/receive error. I have Outlook
set up to ping my email servers every 1 minute, and when I'm on the phone,
Outlook cannot receive. Off the phone is fine.
Also, my download speed is 10% of what it is when I'm on the phone...39 sec
to download 1MB vs 3.6 sec to download 1MB "off hook".
I'd appreciate any comments, observations or suggestions.
