Outlook Archiving - Outlook 2002

It seems that when you create a new folder in your mailbox
and move emails into the new folder, that the archiving
function treats the email as a new mail and doesn't look
at it's received date, which means the archiving function
doesn't work.
Is this a bug in outlook or have I missed something.
