Outlook attachment prompting to save?

I have an Access application that creates and sends an outlook email to each
person in a distribution list (not multiple addressees in the TO). Up until
a month or so ago, this process worked fine. Recently, though, a
distribution list of more than 100 bombs out around 80-100 with the error
message

Error-209698811: Can’t create file:FedResKeynote.pdf. Right –click the
folder you want to create the file in, then click properties on the shortcut
menu to check your permissions for the folder.

The PDF already exists and is simply being coded as an attachment to the
email. The user has full permissions on everything.

Why would the error not appear for the first 70 or 80 and then appear
consistently between 80-100? What should we be checking?

I ran a couple of tests. First, I disabled the automatic Send/Receive
function so that the emails would pile up in the Outbox. I ran four
different lists of at least 100 recipients each. Each email had a the same
PDF attachment; each list used a different PDF file.

All four lists were processed without error.

I then ran a single list of 450 recipients with a single PDF attachment.
This was processed without error.

I believe, then, that the Access code is functioning properly as all of the
emails were created and stored in the Outlook Outbox.

So is there error referenced in my previous thread then within the Outlook
application itself or is it a problem within Exchange Server. The client is
currently running Exchange Server 2003.
