Outlook Attachment Settings Not Retained

We currently have a problem with users opening attachments
using Outlook XP. When they are prompted to open or save
the attachment and then check the box so that it is not
displayed again, the setting is not remembered.

I suspected that this was a rights issue and a member of
this group also believed this. So my next question is can
anyone tell me what key is altered in the registry to
retain the preference?

The current workaround is to give the users who shout loud
enough local administration rights!
