Outlook Automatically Marks Mail as "Read"

When I read an email and either return to the Inbox after reading or sending
it, Outlook marks the next email as "Read," whether I've read it, or not.
The same thing occurs when Scrolling (by pressing the Arrow Button, for
instance) through my Inbox queue. I must constantly reset these emails to
"Unread." How can I change this, please?

You didn't specify what version of Outlook you're using.

If it's Outlook 2003, then try this solution.

Click on TOOLS from the main menu list.
Select OPTIONS from the pull down.
Click on the OTHER tab.
Click on the READING PANE button.
Uncheck the "Mark Item As Read…" option if it's checked.
Click OK.
Click OK again to exit the menu.
