Outlook automatically sends blank message responses

Not sure what is causing this, but we have to manually send emails to make
sure blank messages aren't sent out in response to messages we receive. Not
all messages generate the automatic blank responses and it doesn't seem to
tie to specific kinds of email sender's accounts (hotmail, business firms,
etc..). The message tracking option is turned off and I've tried reloading
Outlook. I don't know what else to try. Any suggestions?

Do you have some more background info on this?
Which method causes the blank responses and how would you define "manually
send emails"?
Are you saying you are normally replying to these messages automatically via
a rule and are now typing the responses manually?
Which version of Outlook are you using?
Which mail account type are you using?

Do you have a virus scanner installed which integrates itself with Outlook?
Uninstall this integration part of your virus scanner and try again; you'd
still be sufficiently protected by your on-access scanner part of the virus
