outlook backup *.pst into windows mail

Why in the world would Microsoft build a new operating system with a new mail
program - Windows Mail - and not allow importing of email messages from
Outlook I cannot understand. Does anyone from Microsoft have a good
explanation other than they want you to buy the new Outlook? There are so
many options of email and they create this barrier. I have been a supporter
of Microsoft from back in the DOS days because of the open access. But now I
am so frustrated that whenever possible in the future I will probably look
elsewhere for other options. Long live linux.

No longer will I give a supportive word about Microsoft. This is totally
unacceptable!

What does building a new operating system have to do with any of this? The
only program that has ever been able to access PST files has been Outlook.
That's not going to change in any new operating system or any new version of
Outlook. If you wanted to transfer your Outlook data to another format, it
was your job to make that conversion from Outlook.
It has been forever thus.

User has a PST file but not Outlook, according to the subject.

I suppose I should add, both mail apps have to be configured & installed on
the same PC, in order to Import or Export from one to the other - As has
allways been the way
