Outlook backup utility disabled

I installed the outlook backup utility and it worked fine for a while until
an error occurred one time and then I got an error message saying that it had
been disabled. I have been trying to get it to work again and so I
uninstalled it and then reinstalled it (several times) but I still can't get
it back. I have a feeling that there is some setting in the registry that has
been set to be disabled but I haven't a clue where to start looking. Can
anyone help?
