Outlook Bar vs. Navagation Pane

I've seen a couple of posts involving this but the responses from the MCSEs
are too general to help me ("the Navagation Pane is the same as the old
Outlook Bar", "the same functions are available", etc.), so here goes:

In Outlook 2000, the Outlook Bar allowed shortcuts to folders contained in
personal folder files AND in Public Folders to be placed in the same Outlook
Bar segment called "Outlook Shortcuts". Those shortcuts took you to the
actual folder which allowed you to then access the contents of the folder and
ANY NESTED FOLDER. If you had your Folder View open, when you clicked on the
shortcut you were actually taken to the physical location of the selected
folder and you could see where in the hierarchal structure that folder sat.

The Navagation Pane, on the other hand, only seems to allow the ability to
include nested folders if you create a shortcut to a Public Folder and select
that option. I don't see that capability with a shortcut pointing to a
folder anywhere else (e.g., in a personal folder file). In addition, a
Public Folder shortcut can't be located in the "Favorite Folders" Pane
segment but is only available in the FOLDERS view and only if you traverse
down to the Public Folders folder, so it's not possible to keep all your
shortcuts\favorites co-located.

Since this is a significant step backwards in terms of useability, possibly
I just don't understand how to configure the application. My question is: Is
there a way to configure Outlook 2003's Navagation Bar to show subfolders for
non-Public Folders AND to locate both non-public folder and public folder
shortcuts in the same area ? If I'm using incorrect syntax (favorites vs.
shortcuts), please correct me.
