Outlook blocked an attachment

I got an email from a friend today, and I'm positive it was a friend. I even called him and asked. but now to the point, he sent me an email with an attachment. (He's a program designer and sent me a card (for my birthday)program) But Outlook blocked access to it and it said that it is potentially unsafe to my computer

Does anybody know how to get my attachment
