When I put and email address on teh "Blocked Sender" list, any incoming eamil
with that address should be refused to be accepted and not downloaded to my
computer, NOT just put in SPAM or Junk Mail folders. I have a dial up
connectionand some of the addresses on my blocked list send very large (1MB
or larger) emails and they congest my computer for a long period.

That is only possible with a server side Junk Mail Filter. How would Outlook
be able to process its filter settings when it hasn't even downloaded the
message?
