Outlook calendar time is skewed by 1 hour

Hi. I have a problem with my outlook calendar. There is a skew of one hour
everytime someone setup a meeting. If I am the organizer, the recipients
receive the correct time. The problem occurs only when I am the recipient of
the meeting.

i.e. Someone setup a meeting from 9-10AM EST. My calendar shows up as 8-9
AM EST.

I checked the timezone and it's correct. I am not sure whether I installed
the daylight savings time patch. But I don't think this should have any
effect since it's not DST yet.

Whether or not the patch is installed, have the users checked to ensure that their DST time and Windows/Calendar time zones match?
