Outlook combined the emails when moving them

One user has a problem when moving emails to a different folder in Outlook
2007. He does the way we usually do, selecting the emails, drag and drop, or
Ctrl x and ctrl v to paste or right-click and select "move to folder".

However, he got the following message no matter which way he tried,
"Creating a new item from the selected items could take some time. Are you
sure you want to create a new item from these xxx items"

If he click ok, then all emails are combined into one email with all other
emails as attachments. Since he has over 1000 emails to move, it will waste
time if doing a small chunk at a time.

Any idea?

What folder are the messages in?

If you want a fast solution, and there's a commonality between the messages
you want moved vs. the ones you don't want moved, just create a rule, don't
activate it, and do Run Rules Now in that folder and run the rule you created.

I would also attempt to do this in safe mode (exit outlook, verify it isn't
running in Task Manager, and go to Start - Run outlook /safe) and see if
it happens there too.
