Outlook crashing when checking mail, etc

Hi there

I have been using Outlook express up to now. I want to change to outlook. I do ebay so I downloaded Andale email manager for Outlook. Outlook starts up fine and then when checking mail it crashes. It crashed before Andale as well, but I thought it might be ok. I cannot even uninstall outlook and reinstlal. I put Office 2000 in to reinstall and says that the system administrator has set up rules that do not allow it....(makes no sense

I am using Outlook 9.0.0.271

What can I do?
