Outlook, delegates and replying to on behalf

Am trying to set up so "delegated" users (UserA, UserB, UserC) can reply to
"on behalf" emails sent to orders (ie with the cirtical "on behalf of"
included).

Windows Server 2003, most users are still on Windows XP with MS Office 2003
Problem: Some delegated users replies are headed from "Orders" and others
are (correctly) from "UserA on behalf of Orders" - yet the setups (that i've
found) for all "delegates" (UserA, UserB and UserC) appears to be identical -
see below.
I want all msgs replied to by delegates to be clearly from the delegate "on
behalf of orders".

The identical setups (that i've found so far) include:
1. Via Active Directory Users & Computers (ADUC):
* Exhange General -- Delivery Options "send on behalf grant this
permission to" - the different users (UserA,UserB, UserC) are listed
* Exchange Advanced -- Mailbox Rights - UserA,UserB, UserC are listed
as having "delete", "read" and full access" permissions.

2. Logged in as user=Orders (Windows XP, MSOffice2003),
open MS Outlook, Tools--Delegates - and UserA,UserB, UserC are all listed.
Still in MSOutlook - right clik on the mailbox folder - permissions - only
some of the users are there, and seems to make no difference whether they are
"owner" or "editor" re the delegate getting in to the mail box and sending
msgs from the mailbox, nor the header msg on the msgs sent (ie "from UserA on
behalf of Orders" or just plain "Orders").

It doesn't seem to make any difference if the delegate is on Windows XP with
MSOffice 2007 or 2003.
What am i missing?? Where else to look and/or needs (re)setting?

Any suggestions for how to set up delegates (or finish setting up) so that
their email has from "xxxx on behalf of abc " would be fantastic.
