Outlook: Do CC recipients receive follow up reminder?

if a follow-up flag is set with a reminder time, will recipients who are CC'd
receive the reminder? Or will it only be received by recipients in the To
box?

Yes they do ! Although it is not logic, as in most companies only TO recipients are expected to take action.
