Outlook does not allow more than 3 in send to or cc fields

If I have more than 3 email addresses in cc or reply to fields the email is
never sent. Is there a setting to increase the number of email address or is
it something at the mail server side?

It's normally on the mail server side, a restriction by the ISP.
