Outlook Does Not Connect to Outgoing Mail Server

I am using Outlook XP with a modem and an ISP. It
RECEIVES e-mail OK. But when it attempts to SEND e-mail,
it generates the error: "Task 'ad - Sending and
Receiving' reported an error (0x80042109). Outlook is
unable to connect to your outgoing (SMTP) e-mail server.
If you continue to receive this message, contact your
ISP." The Outgoing Server port is set to the default
(25), and SSL is turned off. The Outgoing Mail Server
name is set to the words provided by my ISP. My ISP says
that it is my Outlook setup, not his mail server. Help.

verify that the port and SSL information is correct. To
access these settings, close this dialog, then click More
Settings and click on the advanced tab.
(2) Find Outgoing Mail Server (SMTP): Unable to connect
to the outgoing mail server (SMTP). Please verify the
server name in the outgoing server field. If that
information is correct, close this dialog, click More
Settings, and verify the port and SSL information on the
advanced tab.

The server name in the outgoing server field is as
specified by my ISP. I do NOT know how to verify that the
port setting is correct. It is set to the default (25).
The SSL box is NOT checked.

Does your server require authentication? Try setting this option on the
server tab of your account settings to use your incoming server credentials
and see if this helps.

Milly,

I tried all of the setting combinations I can think of,
including server authentication. None of the settings
worked. Can you tell me how to check my computer to see
which port is actually being used as the outgoing server
port? My Outlook setting says port 25, but I don't know
how to check my computer to make sure that it really is.

Milly,

I have been troubleshooting for some time. In addition to
my normal ISP (which I use almost all the time), I also
have AOL installed on my PC. While troubleshooting, I
closed my original ISP modem connection and started AOL,
then opened Outlook XP. This used the same modem, but a
different ISP. I did NOT make any changes to my Outlook
setup, including I did NOT change the Outlook "Internet E-
mail settings" to AOL. Outlook continued to be setup for
my original ISP. The problem went away. I was able to
send and receive e-mail with Outlook. As soon as I closed
AOL and started my ISP again, the problem returned. I
can't find anything wrong with the setup for the modem.
Any advice?

I believe I have found the solution to this problem. My
ISP is blocking port 25 send ops from my computer to my
SMTP mail server, which is on another company's computer.
My ISP said that they were NOT causing the problem.
However, after I talked to them, the problem went away.
