Outlook does not download new mail!!

Hello,

In outlook 2003, when I click send/receive it proceeds without any error
messages, but it does not receive mail. I know the mail is there because I
find it on my web-based mail server.

I tried setting up the account again, but nothing seems to help.

The messages are sent without a problem though.
