Outlook does not forward attachments

I am using Outlook 2000 and I am trying to forward email messages with
attachments to others. It seems like it works if the recipient uses Outlook
but not if they use Outlook Express. I made certain that Outlook Express was
not blocking the attachments as dangerous. What else can be wrong?

If you're sending Rich Text, OE can't read it.

I'm sorry I forgot to tell you that I checked that also, I am not using RTF.
Is there anything else?
