Outlook does not save confuguration changes

Outlook 2003 does not save the configuration changes that I make to the
disply portion (Options settings remain as set). I made several shortcuts on
the left side menu. However, when I close the program and re-open it, all of
the shortcuts are gone, and the left side menu is back to the default entries.

I close outlook normally - File\exit, then shutdown the computer. All files
are closed before shutdown.

Outlook does not seem to be saving the configuration data, it is like a new
startup each time it opens. Menu bars are also reset to default positions

Why does Outlook not save the configuration changes? Do I have to manually
save the configuration somewhere?

The Outlook 2003 navigation bar is known to be somewhat fragile. Make sure
that you give Outlook sufficient time to shut down before you shut down the
computer, since the navigation bar settings are written to the drive during
Outlook shutdown only.

The position for menus from various Outlook add-ins are probably being
controlled by those add-ins and reset every time Outlook starts.
