Outlook downloads repeat messages

I have a user using POP3 for our company mail.
Every so often, his Outlook 2003 program downloads ALL his mail again, even
though it has been read and/or deleted.
Help?

There are multiple causes of this, the most common being the creation of a
new mail profile. Does this person do that?
