I did call my ISP. They said it must be your Dell
computer. I called Dell. They said the computer is
fine, it must be MS Outlook. So this is my last straw.

Well, I hate to tell you, but the first thing you need to make sure is that
your server names are correct. Did your ISP verify any of that with you? If
not, they aren't doing their jobs.

Without verifying the server names iwth your ISP (did you do that?) there's
nothing else anyone else can do really. Outlook is telling you that it can't
find the server. First thing you need to verify is whether you're looking
for the right server.
