Outlook Email Safe Lists not working

I have my settings so that ONLY people on my safe list should come in to my
email. I am still getting spam and lots of it. Can someone please answer my
questions since the Microsoft Company can't unless I pay them $35. I am
thouroughly frustrated with this whole Outlook thing. Ans gettign support is
even worse. Please help!

Outlook version? Account type?
