Outlook error 0x80040119, can't receive e-mails

I am receiving the Outlook 2003 error 0x80040119 and I cannot recieve e-mails.
I can SEND e-mail but cannot receive or delete any e-mails.
I have cleaned all my PST files , re-installed Outlook and I still get this
error.
Is there a config file or other setting I need to change or fix?
Any help???
