Outlook error forcing immediate application closure

P8 : c0000409 P9 : 00000000

This is the error code I am receiving after opening the application. The
sequence I have noticed is:
1. I open the application
2. A send-receive starts
3. Progress in the send-receive is halted at some %
4. A dialog box presents the need to report the error.
5. The application shuts down.

I have reported the error to Microsoft multiple times. Not sure what follow
on is required.

Apparently this is coming from a Norton AntiSpam add-in. I found a solution
through a Google search:
