Outlook Error Message - "Could Not Install Custom Actions"

A new "feature" of MS Outlook 2007 has started to occur.

Whenever I open (new window), send, forward, or reply to an e-mail I receive
the following message from Outlook 2007:

"Could Not Install the Custom Actions".

Clicking OK allows for the intended action to continue as planned.

Any and all custom rules have been deleted. Please provide any advise.
