Outlook error message when I try to send / receive emails?

Desperately seeking hammer !!

Can someone help me please? I am trying to use Outlook as my main email
account and I keep getting the following error message.

There was a problem logging into your mail server. Your user name was
rejected. Service response "ERR command not implemented" Error number
0x800ccc91.

I have changed the mail servers and also set up Outlook as the primary
account.
I'm also using BT Braodband for connection. Do I have to turn off my Norton
Antivirus?

What version of Outlook do you have? Who is your ISP? What is their
incoming server's name? It sounds like their server does not implement one
of the POP3 commands that Outlook uses...
