Outlook Error Msg

I'm running Outlook 2003 SP3 and am suddenly having trouble getting email
links to work. My security zone is set to "Internet" and Med-High but when I
click on a link in a trusted email I get the following error msg: "This
op[eration has been cancelled due to restrictions in effect on this computer.
Please contact your system administrator." Can anybody help...please?

KB 310049 suggests I reset IE7 then click on "Set Programs" under the
Programs tab. My version of IE7 shows no such option under the Programs tab.
I also did the registry key export/import without success. I'm guessing
that this all started w/ SP3. Any other ideas you can suggest?

Resetting IE7 is under the tab advanced, but I am not sure if this
will help.
