Outlook error 'pop3.email.com-sending' How to fix?

Can send/recive in MSN but when using Office Outlook or Outlook Express mail
gets stuck in outbox. In outlook get the following msg; !Task
'pop3.email.msn.com-Sending' reported error (0x800CCC78): "Unable to send the
message, Please verify the e-amil address in your account properties. The
server responded: 550 5.7.3 Requested action aborted; user not authenticated'
And I am sending myself a test and get this message, if I try to send to some
one else I get the window Dial-up Connection and I enter my User/password and
get the message that I have to be an MSN member and I have been for years!!
HELP!!!! I have called MSN and all the settings are correct!! HELP HELP

You need to turn on authentication to your outgoing server, which can be
done on the "Outgoing server" tab for your account.
