outlook error report: send/receive-no happening

outlook appears not to work w/ my high speed cable. am
unable to send or receive e-mails. i have set up via the
wizard 3 times and still no go. contact PC mfg who was
baffled. my ISP says the issue is a microsoft issue -
outlook being not compatable w/ high speed calbe ISP.
what's a girl to do?

What type of account, what version of Outlook and exactly what steps did you
use to add the account?
