outlook errors

For the past 2 days I can open my outlook, view emails that are already there
but that it it. When I select the send/receive button there is no response.
When I select New (email) I get the following error:
the messaging interface has returned an unknown error. If the problem
persist, restart outlook.
I have restarted - I have also completing removing and re-installed Office
2003 with no luck. Any sugestions?

I also just tried to check my email account and couldnt get into the
following area:
Options/Mailsetup/Email accounts.
When I click on email accounts there is no response.
