OUTLOOK.EXE: Entry Point Not Fount

When I start Outlook 2003, I get the Entry Point Not Found error. The error
message says:

"The procedure entry point CreateInfoWindow could not be located in the
dynamic link library MSOERT2.dll"

Once I click out of this error message window, Outlook times out with the
following error

Task 'Receiving' reported error (0x8004210A) : 'The operation timed out
waiting for a response from the receiving (POP) server. If you continue to
receive this message, contact your server administrator or Internet service
provider (ISP).'

I cannot send/recieve emails. Tried reinstalling Outlook. Did not help.
