Outlook Express asks to enable cookies

I tried to configure Outlook Express to a Hotmail account
but it asks that cookies be enabled. Cookie setting on
Explorer ias set Low.

Also unable to access Hotmail through web page or MSN.

Does anyone have an idea where the problem might be?

Hotmail access via anything but the Hotmail webpage is being discontinued
for free accounts, because it's been such a spammers' paradise.

However - what do you see when you try to log in via your web browser?
