Outlook Express error on one of two identities

My hubby recieves the following error when he tries to
open his Outlook mail box.
An unknown error has occurred.
Account: 'shawmail.vc.shawcable.net',
Server: 'shawmail.vc.shawcable.net', Protocol: POP3, Port:
110, Secure(SSL): No, Error Number: 0x800C0131

I also use shaw and have no problems when I switch to my
identity.
Our mail server can't figure it out. Help! he's driving
me mad!
