Outlook Express & Hyperlinks in sending email

I put a weekly newsletter in an email that i am using
bookmarks and hyperlinks for a table of contents to help
people get to the info they want faster and get back to
the TOC.
I am using Front Page to do this. Then i cut and paste it
into Outlook Express 6.
When pasting into outlook express it adds page numbers
for all of the hyperlinks I have in the TOC such as:
href="#Music Notes and Memories"> This is the corrected
version. OE puts it similar to href+"0000000056#Music
Notes and Memories.
That number wants to take me to a web page which, of
course is not there.
I've tried to use find and replace in OE, but it does not
work, so I have to go into source code and remove
manually for every line in my TOC and also for every line
of Back to Top.
Any simple way to do this?
I realize that front page is to publish to a web site,
but this is such a simple newsletter that I prefer to
just send out an email and make it work easier for folks
rather than to set up and pay for a web site with all its
costs, etc.
Any help is warmly appreciated.
