outlook express import of csv files

I recently backed up my outlook express files to csv in
order to upgrade to XP... however when I went to import
the csv files outlook express wont see the csv file.
Where did I go wrong?
1. I put the csv file in the outlook express folder
2. I imported it via outlook express (other imports) CSV.
