Outlook Express isn't working

Sometime during using IE 6 Outlook Express stopped working. I tried
re-installing and updating. I have since install IE 7 and still have the
same problem.

When a WEB page or program attempts to access Outlook Express there is a
message that Outlook Express can't open the address book. Outlook Express is
configured incorrectly. Reinstall.

I've tried reinstalling both in 6 and 7 with no luck. I am using Windows XP
Sp2.

I use both IE and FireFox and have the problem with both.

Any help will be greatly appreciated.

If I have posted this to the wrong area please excuse me. I have been
unable to access the Internet Explorer area for over two weeks. Another
problem for another day.
