Outlook Express issue

This is an OE issue, maybe someone has experienced this
one.

A single users mail just sits in the Outbox and will
eventually go the outbox after time or hitting the
Send/Receive button multiple times. Here's what I did so
far:

1.) Deleted the Outbox and let OE recreate it. Does NOT
fix problem.

2.) Had user move/delete sent mail, saved mail, etc. Same
problem.

3.) Updtated/Patched the OS. No dice.

4.) NO time delay set within the client.

5.) Other users have same hardware and software but do NOT
have this Outbox issue.

Any help would be appreciated. Thanks.
