Outlook Express: Rules

I couldn't find a forum for Outlook express which is why
this is posted here.

I basically want my rules to be applied BEFORE they are
downloaded. This way I can use the 'Delete it from the
server' option. I can't figure out how to do this as
there appears to be no setting to change this.

I seem to remember doing this on a previous version of OE.

Can anyone help?
