outlook express takes over as default email client

we are on a 2003 domain and all our users have some form of MS Outlook as
email client. if a user is not an admin then outlook express is defaulted to
when sending from Word, Photo editor and IE. as far as pulling emials from
the exchange server and sending them out through MS Outlook the operation
works fine. How come Express becomes default after you hve changed the
default to MS Outlook??????????????? Very irritating (is that spelled right?)

You'd stand a better chance getting an answer if you asked this in a
newgsroup related to Outlook (there are several, all starting
microsoft.public.outlook)
