OUTLOOK EXPRESS/TEMP FILES QUESTION

Is there a way to prohibit any emails from going into a
temporary file? It seems that while operating under
Windows98, all of my email is going to Microsoft/Temp
file, including those scanned in the preview pane even
when I don't even open it!

Can Windows98 or Outlook Express be set up to either allow
or prohibit the creation and modification of files as the
user sees fit?
