Outlook express

When I click on hyperlinks in Outlook Express nothing
happens.
I have tried Knowledgebase article 823301 but when i run
regsvr32 urimon.dll and regsvr32 msjava.dll the following
message appears "Load library "urimon.dll"
or "msjava.dll" failed. The specified mode couldn't be
found/

Help please
