since changing from dial up to broadband, have been unable to add new folders
to inbox either right clicking then clicking new or file, folder new etc. any
suggestions

Wrong forum. OE is not part of Office. It is a Windows program. Sounds like
your problem might be more related to your Connections setup in Internet
Options. Make sure "Never dial a connection" is selected in Connections or
remove your old dialup acct there. Then recheck the Properties of your
accounts in OE. Make sure Connect using LAN is selected instead of dialup.
